SUPPORT
Due to exceptional circumstances for the following reasons:-

  1. This facility is much needed as there is a dearth of child care places in Swanley and it has been demonstrated that no other suitable location could be found for the nursery.
  2. The design and appearance of the development would not have a detrimental impact on the character and appearance of the surrounding area but it is important that the landscape is softened by the introduction of further trees.
  3. There has been a report submitted by Bellamy Roberts, which still needs written approval from KCC Highways, showing that the car park used by people visiting the park during the high season did not reach full capacity. In fact, the application shows that the number of car parking spaces will increase from the present 74 spaces to 79 spaces and there is also an overflow car park available. More than one disabled bay should be made available.
  4. There is a thirty minute free drop off service in Swanley Park car park which may be used by customers using the nursery. Currently, residents who live in Swanley may register their vehicles with Swanley Link and this will allow them free use of Swanley Park car park during opening hours. This will also be an added bonus to those registered residents who also use the nursery. Therefore, in the circumstances, it would be unnecessary for anyone using the nursery to park their car in the streets close by.
