11271 REMOVAL OF ESTATES & FACILITIES COMMITTEE MEMBER
Accept the request from Councillor Melissa Foster to be removed from Estates and Facilities Committee.
11272 APPOINTMENT OF ESTATES & FACILITIES COMMITTEE MEMBER
` To appoint new member for Estates and Facilities Committee.
Cllr L Dyball proposed Cllr L Ball to be appointed as the new member. No other proposals were put forward, a vote took place and Cllr L Ball was elected as the new member.
11273 CHANGING PLACES FACILITY – Appendix A
To accept Changing Places facility quote for installation at Swanley Park.
CEO gave an explanation of the quotes and the recommendation from the CEO was Accepted
11274 CIL FUNDS
To accept that all future Community Infrastructure Levy funds are kept in the Council’s reserve account.
11275 WILD FLOWER AREA
To accept and implement a wild flower area at West View Park.
CEO expanded on the Wild Flower Area, questions were asked of the CEO.
The CEO responded that they are looking to involve Swanley Wildlife Group. Approved

Cllr P Darrington was not present, Cllr G Darrington reported on behalf of the Mayor:
The Mayor has officially opened the new Swanley Tennis Academy on Swanley Recreation Ground and has also opened the new Dog Training area at The Olympic.
Cllr L Dyball as Deputy Mayor thanked everyone for the sponsorship for the 10k sponsored walk she and Cllr J Barnes completed on Sunday 18th July on behalf of The Royal British Legion which raised over £600.
11277 REPORT FROM COUNTY AND DISTRICT COUNCILLORS

Kent County Councillor, Cllr P Cole reported:
Three KCC initiatives the Kent Virtual Rebel Business School, the Reconnect project and the new round of KCC Crowd-funding support.
The Kent Virtual Rebel Business School is an opportunity for Kent residents to sign-up to and engage in two-weeks’ worth of on-line, virtual learning. This is advertised on Social Media and starts today and runs for two weeks.
KCC Reconnect program runs for 6 weeks in the summer, all year 6-13 children in Kent will be entitled to free bus travel within Kent. The passes will be distributed by the schools and also Children Centres from 21st July.
Crowdfund initiative was launched yesterday.
Visit firstname.lastname@example.org for more details. There, you can register your project idea If successful, KCC will match-fund up to £20k or 50% of the project cost.
Cllr P Cole attended three areas last night; Pinks Hill, High Firs and Waylands offering advice regarding the flooding. Cllr P Cole has also spoken to more residents and a school which have also been disrupted with the flooding. Cllr P Cole has called a public meeting for residents to provide evidence in support of his approach to KCC for this area to be categorised as a priority area for mitigation work.
Cllr P Cole encourages residents that if they see a blocked drain/gulley, to report it to KCC via the ‘report a problem’ feature on the website or app.
Cllr C Barnes thanked Cllr P Cole for coming down and letting the residents express their feelings and Cllr P Cole showing his interest with the residents was commended.
Cllr L Dyball also thanked Cllr P Cole for following it up on social media today.
CEO also reported that the Soft Play at Swanley Park was flooded, going forward we are going to build a small brick wall around the shutter. There was also a small leak in the Changing Rooms at St Mary’s Road and lastly a leak at Swanley Link, mainly by the café area.
SDC will deliver a pallet load of sandbags to the Town Council and will be stored in the yard at Swanley Park – for residents to pick up instead of waiting over an hour for bags to be delivered from SDC.
Cllr S Andrews was pleased to announce Laura Trott MP has secured Government Funding for Orchards Academy to rebuild the school.

It is recommended that under Section 100(A)(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 1 of Part 1 of Schedule 12(A) of the Act, and the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
11278 COMMUNITY GARDEN SWANLEY PARK – Appendix B
To review and approve the licence to occupy for the community garden.
CEO expanded on the Community Garden and stated that all decisions on future works will be approved by the Parks and Open Spaces Manager.
